A multidisciplinary development professional. With more than 20 years of experience, he has worked across a wide range of development sectors, including public policy, decentralized governance, infrastructure, urban and rural development, spatial planning, natural resource management, local economic development, poverty reduction, and social development, particularly in health, labor, youth, and employment.

A monitoring, evaluation, and learning (MEL) specialist. Over the past 15+ years, he has developed extensive expertise in program and project design, performance management, monitoring and evaluation systems, and quality assurance. He has successfully facilitated strategic planning and program design processes, established and strengthened MEL systems, and supported organizations in improving performance through evidence-based learning and adaptive management.

A capacity development and organizational learning practitioner. He has worked extensively with national and local government institutions, bilateral and multilateral development partners, NGOs, and consulting firms, helping strengthen institutional capacity, foster collaboration, and promote evidence-informed decision-making across the development sector.

Trained as an urban and regional planner, Benedictus Dwiagus Stepantoro holds a Bachelor of Engineering in Regional and City Planning from Institut Teknologi Bandung (ITB) and a Master of Arts in Urban Management from the Institute for Housing and Development Studies (IHS) – Erasmus University Rotterdam, the Netherlands. He began his career at Indonesia’s National Development Planning Agency (Bappenas), where he contributed to national development planning and policy before expanding his experience through roles with international development organizations.

Since 2007, Benedictus has specialized in monitoring, evaluation, performance management, and organizational learning. Over nearly two decades, he has worked with leading bilateral and multilateral development partners, including GIZ, DFAT, UK Aid, USAID, SECO, MCA-Indonesia, the ASEAN Secretariat, UN agencies, the World Bank, and the Asian Development Bank. He has provided technical advisory services to a wide range of Indonesian government institutions at both national and subnational levels, while also supporting civil society organizations through capacity development and evaluation. His work is driven by a commitment to strengthening evaluation practice, fostering evidence-informed decision-making, and improving the effectiveness and impact of development programs.

He is also a co-founder of InDEC (Indonesian Development Evaluation Community), a voluntary professional network dedicated to strengthening evaluation practice in Indonesia. Through InDEC, he has fostered peer learning, knowledge exchange, and collaboration among evaluators, while moderating practitioner forums, facilitating learning events, and building partnerships with other professional communities to promote evidence-informed decision-making and a stronger culture of evaluation.
