Dwiagus is …

A development enthusiast. He has more than 20 years of experience, working in development issue, i.e.: public policy, governance in decentralized system, urban management, infrastructure, rural development, spatial/land use, natural resource management, local economic development, poverty alleviation, and other social development issues, including: health, labor, youth, and employment.

A planning, monitoring and evaluation specialist. He has in-depth knowledge and skills built through more than 15 years of experience of working in project/ program design, performance management, monitoring and evaluation, with proven capability of facilitating planning/design process; managing the design and implementation of monitoring and evaluation system; and performing quality assurance of the implementation of the project/program.

A capacity building practitioner. He has also extensive experience of working with local and international organizations in non-profit/public sector setting (national/ local government institutions, multilateral organizations, bilateral donor/aid agencies, international/local NGOs and private consulting companies).

By training, he has a background knowledge and skills in planning. He graduated from Institut Teknologi Bandung (Bandung Institute of Technology) earning his B.Eng. degree in Regional and City Planning (Teknik Planologi). He started his career in Bappenas, as non-permanent (project-based) planning staff for almost 3 years. He then continued his study in Institute for Housing and Development Studies (IHS) of Erasmus Universiteit Rotterdam (EUR), in the Netherlands, and get his M.A. degree on Urban Management. He then expanded his working experience by joining and working for various international (bilateral and multilateral) organizations.

He began his journey in evaluation, program/project monitoring, and performance management in 2007. He has been working with or providing consultancy works to: bilateral development cooperation organizations (GTZ/GIZ, AusAID/DFAT, DfID/UK-AID, USAID, SECO, and MCA-I ); multilateral agencies (the ASEAN Secretariat, UN-WFP, UNIDO, UNICEF, and ILO); multilateral development bank (World Bank, and ADB). He has been engaged and providing technical assistance to various Indonesian government agencies at central level (Bappenas/National Planning Board, Ministry of Village and Disadvantaged Area, Ministry of Small and Medium Enterprises, National Administrative Agency, Ministry of Finance, Ministry of Public Works, TNP2K, BNPB/National Disaster Management Agency, etc.) and local level (Bappeda/Local Planning Board, District Health Office, etc.). He has been also facilitating capacity building for various NGOs and International NGOs in Indonesia.

He also co-founded InDEC (Indonesian Development Evaluation Community), a voluntary-based organization for professional evaluation, as a platform for evaluators or evaluation practitioners in Indonesia, for sharing of information, exchanging ideas, and peer support. He has been maintaining/moderating a email-based group discussion (now moved to WhatsApp-based) – on issues related to M&E and development; organizing/ facilitating events for information and knowledge sharing; and developing networks for collaboration with other professional groups.
